11月23日，一架飞机刚刚从成都双流国际机场离地升空，等待地面塔台的下一步指令。本来无线电话筒里传来的声音应当是“ca4107，高度3300米出走廊，金堂报告”，可现实并非这样—飞行员在接听指令时听到的却是：“晚上吃蹄花还是羊肉汤？”“指令”还伴有严重的杂音，飞行员心里焦急起来……
前不久，市经信委无线电管理处（市无委办）同中国民用航空西南地区空中交通管理局（民航西南空管局），查处了成都近年来首起非法出租车电台频率影响航空通讯的事件。
由于干扰源的频率飘忽不定，监测人员很难确认，只能根据对话内容来推测是否是同一接收设备。而以下这段对话，内容非常连贯，表明来自同一接收设备，最后监测人员借此找到了设备的位置。
发现干扰
因为这样一段对话
“下了班打麻将”
……
“晚上吃蹄花还是羊肉汤？”
“下了班打麻将”
“机场有好多人等出租，赶紧来”
……
锁定目标
还是因为一段对话
“你说去牛背山照相开个啥子车呢？”
“可能还是要开个双气囊越野车靠谱些。”
“就是，至少得是个四驱的。”

空管局呼吁
市民不要私设电台 以免造成撞机等惨剧
市无委办提醒市民，无线电波属于国家资源，一切单位和个人需要使用无线电通讯时，都必须到当地的无线电管理委员会办公室办理相关使用执照，否则就是违法行为。
同时，民航西南空管局也向广大市民呼吁，不要私设电台，无线电通讯于航空飞行如地面红绿灯，一旦通讯不畅，极有可能发生撞机、起降事故造成机毁人亡的惨剧。
危险的干扰
每天700多架次飞机起降
话筒里 的哥龙门阵摆得欢
接到“吃蹄花还是羊肉汤”信号的飞行员，在瞬间的愣神后明白，这是来自地面的通信干扰，而后他立即向地面塔台汇报了此事。“刚接到这个报告时，以为是天气原因造成的窜台。”民航西南空管局无线电技术人员小刘（化名）解释说，这次干扰仅有几秒钟，而后又恢复了正常，因此初步判断是“窜台”。
但此事并非如此简单。就在同一天，小刘接到了多起来自飞行员的报告，均反应在接收地面信息时出现了严重的噪音和语音干扰，语音内容一般都是“今天吃啥子”“下了班打麻将”“机场有好多人等出租，赶紧来”等，“根据这些内容就能判断出，应当是一个非法的出租车电台，参与对话的都是的哥。”
得出干扰来自非法出租车电台后，民航西南空管局依据程序使用了备用频率进行通讯，并向省无委办汇报此事，请求排查。受干扰的波段是一条异常繁忙的无线电通讯线，每天的起降飞机班次在700架次左右。昨日下午，成都商报记者在现场收听了正常的地空通话，每30秒钟左右就会有飞行指令对话传出。
“谁也没想到，这个干扰会这么强，连备用频率都会受到干扰。”这令小刘和同事们非常被动，“这意味着干扰源的频率在变化，排查难度很大。”
飘忽的频率
9天不间断监听 发现干扰源在成都
小刘与无线电监测站的工作人员在计算出频率后，进行了监听，可通讯设备里一片寂静，什么也没有传出来。“这回神了，我们多次测试后发现，这个频率是空的，根本没有信号。”这种情形小刘也很少见，“只有一种可能：干扰源的频率非常不稳定，所以计算出的频率准确性都打了折扣。”
于是，小刘与监测人员使用了“笨办法”—对周边频率进行监听，通过对话内容的连贯性判断干扰源的位置。由于干扰源并非一直在进行通话，监测人员只能连续不间断监听。皇天不负有心人，在经过9天连续不间断的监听后，小刘和他的“小伙伴”找到了干扰源的位置—成都地区，“事情一下就变得明确起来，通过成都市的无线电监测网查找准确位置容易得多。”
关键的对话
“去牛背山照相开啥子车”最终锁定目标
12月3日下午5点过，市无委办负责人接到了一条短信：成都双流国际机场01扇习的2个频点（固定频率的编号），受到重度噪声和语音连续干扰，严重威胁航空飞行安全。“接到申诉后，我们马上通过全市的无线电监测网进行排查，很快确认了干扰源来自成都的东北方向。”
其实这次确认如此之快，也是有原因的。据小刘介绍，连续监听了多天的工作人员突然听到这样一段对话：
“你说去牛背山照相开个啥子车呢？”“可能还是要开个双气囊越野车靠谱些。”“就是，至少得是个四驱的。”
……
虽然参与谈话的人不少，但内容非常连贯，这表示这段对话来自同一接收设备。“最后我们就根据这一对话的内容存在的频率，找到了接收设备所处的位置—成都东北方向。”最终，目标被锁定在成都理工大学附近的华林小区A区2单元23楼。
隐蔽的设备
深藏居民楼23层 装置太老旧致频率飘忽
在锁定了最终的信号来源后，监测人员进入了华林小区A区2单元23楼信号源所在的房间，见到了折腾他们近10天的干扰源—两台外形酷似老式影碟机的灰色机器。小刘回忆说，大家都有些哭笑不得，“折腾这么多天，这两台机器价值都不超过200块。这个装置非常老旧，因此会出现频率失灵而飘忽不定的情况，也是因为设备过于老旧，使用者将功率开到了最大，所以才会影响到地空的无线电通讯。”
12月3日23时，民航西南空管局向市无委办通报，通讯已恢复正常。
在确认干扰源之后，市无委办按程序对干扰源设备进行了证据保全，并要求物业公司通知设备所有人前往市无委办接受后续处理，“一般是在没收设备后，处以1000~5000元的罚款；如果造成了严重的影响和后果，将追究其民事或刑事责任。”市无委办负责人告诉成都商报记者。 （图片由民航西南空管局提供）（王楠）http://www.4shared.com/photo/nwzkLUFQ/_20131217.html
